The other side is a passable creature, but I think the overall package here is underwhelming +2/+2 is a nice boost for the cost, but you still set yourself up for an ugly 2-for-1, and even though this can come back from your graveyard the cost is so high that it is only something you do when you have absolutely nothing else you can do
And if the Pirate deck has enough legendary creatures in it, then Hero's Blade is a strong option, equipping itself for free onto legendary creatures and giving them +3/+2 (a fine reprint from the Khans of Tarkir block).
Admittedly, Nine Gales wasnt a strong choice even before Nadu, only seeing play in around 6000 Commander decks
But there are still two big challenges associated with this hustle that I can foresee already
