Ishgard, the Holy See is always worth including in a white deck, even with only a couple of available targets for the spell, but it gets more desirable the more invested you are in artifacts and/or enchantments
Meanwhile, you'll be able to continually undermine your opponent's efforts to recover and build a board state with cards like Mogis, God of Slaughter and The Lord of Pain
(I'm sure I knew it at the time we designed it.) The flavor and quirkiness of the mechanic make this an odd fit for most sets
This card is significantly improved by lords and equipment that make this guy relevant on the board and works best in tempo style blue decks and Opposition strategies
