It doubles as a surprise shield: Tap 3 mana, exile it, and suddenly your legendary creature gains hexproof and indestructible until the end of the turn
That seems like it might shift the balance of power towards more enemy-color decks than before
To make this point, let's pretend your opening hand has only enough land (of the correct colors) to cast your commanders
Voracious Fell BeastVoracious Fell Beast, Subjugate the HobbitsSubjugate the Hobbits, In the Darkness Bind ThemIn the Darkness Bind Them, Goblin Dark-DwellersGoblin Dark-Dwellers, Monstrosity of the LakeMonstrosity of the Lake, and Extract from DarknessExtract from Darkness were all fattening up the high end of the mana curve, while not providing enough support to the decks main themes
One option Wizards may consider if things really get bad is some sort of trade-in program
Mono-colored commanders greatly restrict the tools available to you, so they need to supply lots of power to make up for it, and Dragonhawk doesn't get there for me
