This is always a solid Limited creature

The obvious approach is to run mainly creatures with Flash and/or Haste, to nab draws naturally over the course of a game

The last ability also cares about the first life gain you have during a turn, putting a +1/+1 counter on all your creatures

Probably a little too narrow to see widespread play, but there might be something there with sabotage creatures like Bone Dancer or the always-nasty Master of Cruelties

As you might have surmised, this is all a colorful way of saying that GU is a very passive archetype
