Promise of Loyalty is sort of a board wipe like Single Combat that gets around protection, but each player puts a vow counter on a creature and sacrifices the rest, so it doesn't target and creatures with the vow counter can't attack you
What I mean is that, because Dogs and Wolves aren't a very heavily represented creature type, it's nice that your humans will always get at least one +1/+1 counter on them with Torgal in play
At the time, we discussed two possibilities: Wizards reprinting less cards, which seemed unlikely, since reprint sets are low-effort (compared to building an entire new world from the ground up for a Standard set) ways to add money to the bottom line
It is only really the potential for this to be a finisher that makes it playable in the same way Wall of Omens wouldn't be playable if it didn't draw a card
