The reason why Command Tower isn't #1 is that it's not really a 5-color land (just a your-commander's-identity-mana land) and pretty useless in other formats, thus not deserving of the very top spots

It only gets the creature to your hand, but the possibility of getting rid of a pesky planeswalker or creature seems like a good trade to me
